Topsy-Turvy (upside-down) is a state of utter disorder or confusion: in a topsy-turvy manner, turned or positioned upside-down; inverted; backwards or upside-down; disorderly; chaotic. The Topsy-Turvy World, an alternative title for Netherlandish Proverbs, a 1559 oil-on-oak-panel painting by Pieter Bruegel the Elder.
