Proclaiming Belgium a work of art

On July 21, 1983 -- the Belgian National Day -- the Belgian Institute for World Affairs, proclaimed the country of Belgium in its totality a work of art. This was done officially at the Laeken palace. Also present are Robert Jasper Grootveld and Thea Keizer, Geert van Istendael and Martine Tanghe (who cuts the ribbon of the opening ceremony).
