Basic needs
From The Art and Popular Culture Encyclopedia
"When existence is assured, then they know not what to do with it ; thus the second thing that sets them in motion is the effort to get free from the burden of existence, to make it cease to be felt, "to kill time," i.e., to escape from ennui."--The World as Will and Representation by Arthur Schopenhauer |

The basic needs approach is one of the major approaches to the measurement of absolute poverty. It attempts to define the absolute minimum resources necessary for long-term physical well-being, usually in terms of consumption goods. The poverty line is then defined as the amount of income required to satisfy those needs. The 'basic needs' approach was introduced by the ILO in 1976 at its World Employment Conference.
